NCDMB, INTERIOR MINISTRY, IMMIGRATION SERVICE INAUGURATE COMMITTEE TO STREAMLINE OIL AND GAS EXPATRIATE PROCESSES

The Nigerian Content Development and Monitoring Board (NCDMB), in collaboration with the Ministry of Interior and the Nigerian Immigration Service (NIS), has inaugurated a tripartite committee to strengthen regulatory compliance, streamline operational processes and enhance security within Nigeria’s oil and gas industry.

The committee, which brings together key regulatory and enforcement institutions, was formally inaugurated at a meeting chaired by the Director of Corporate Services at the NCDMB, Alhaji Abdulmalik Halilu. Representatives of the partnering agencies include Mr. OGA-Okwoche Paul of the Ministry of Interior and Deputy Comptroller of Immigration, DCI O.G. Oloruntoba, representing the Nigerian Immigration Service.

At its inaugural session, the committee adopted its Terms of Reference, setting out a framework aimed at improving efficiency, transparency and accountability in the management of expatriate participation in the oil and gas sector.

Among its key objectives are the development of a Digital Application Programming Interface (DAPI) to support seamless inter-agency data exchange, the harmonisation of procedures for the issuance of Temporary Work Permits and Expatriate Quotas, and the establishment of clear Key Performance Indicators (KPIs) to measure service delivery and regulatory outcomes.

The committee also underscored the importance of sustained stakeholder engagement, noting that effective sensitisation of industry operators would be critical to the successful implementation of the new measures. Members further agreed on the need for regular progress reporting to ensure transparency, foster collaboration among agencies and address emerging challenges in a timely manner.

Industry observers note that the initiative aligns with broader efforts to deepen Nigerian Content, improve regulatory coordination and strengthen national security oversight in the oil and gas value chain. By harmonising processes and leveraging digital solutions, the collaboration is expected to reduce bottlenecks, enhance compliance and create a more predictable operating environment for investors and operators.

The NCDMB said the establishment of the tripartite committee represents a significant step towards building a more secure, compliant and efficient operational framework for Nigeria’s oil and gas industry, particularly in the management of expatriate personnel and related regulatory approvals.
