The Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, has announced the withdrawal of criminal complaints and the easing of sanctions in two high-profile cases of unruly conduct at Nigerian airports, citing appeals from stakeholders and remorse shown by those involved.
In a statement issued yesterday, Keyamo said he had held consultations over the past 48 hours with “critical stakeholders in the Aviation Sector” and reviewed recent incidents that sparked public debate on airport security and passenger behaviour.
“Though regrettable, we think valuable lessons have been learnt by all sides to these incidents and airport security protocol, especially, have been well highlighted for the travelling public,” the minister said. “If nothing at all, the episodes have undoubtedly helped to raise public awareness about appropriate conduct within the aviation space.”
Comfort Emmanson Case
Keyamo disclosed that in the case of Ms. Comfort Emmanson, a passenger accused of unruly behaviour on an Ibom Airline flight on August 10, 2025, the airline has agreed to withdraw its complaint. The minister said Ms. Emmanson, when questioned by the police in the presence of her lawyer, “exhibited great remorse for her conduct.”
Following the withdrawal of the complaint, the Commissioner of Police in charge of the Airport Command and the Police Prosecutor will “immediately take the remaining steps to facilitate her release from Kirikiri Prisons within this week.”
The minister also confirmed that the leadership of the Airline Operators of Nigeria (AON) had agreed to lift the lifetime flying ban imposed on her, with details to be made public by the association.
KWAM 1 and ValueJet Crew
In the case involving music star Wasiu Ayinde Marshall, popularly known as KWAM 1, and ValueJet airline, the minister announced that the Nigerian Civil Aviation Authority (NCAA) would reduce his flight ban to one month and withdraw the criminal complaint earlier filed against him.
Keyamo said the Federal Airports Authority of Nigeria (FAAN) would engage KWAM 1 as an ambassador for proper airport security protocol “going forward.”
The one-month suspension will also apply to ValueJet’s Captain Oluranti Ogoyi and co-pilot First Officer Ivan Oloba, whose licences will be restored after mandatory professional re-appraisal.
Security and Staff Conduct Review
Beyond the specific cases, Keyamo directed all relevant aviation agencies, in collaboration with other government bodies, to begin a retreat next week aimed at retraining aviation security personnel on de-escalation techniques and handling disruptive passengers.
“The Airlines will also have their own session when the conduct and attitude of their staff towards members of the travelling public will be in full focus,” he said, promising that the press would have full access to the sessions.
A Message of Clemency and Boundaries
Keyamo stressed that the government’s actions were taken “purely on compassionate grounds” and not as a concession to political or public pressure.
“Government will never pander to base sentiments, politically-motivated views or warped legal opinions when clear encroachment of our laws are involved,” he said. “We are also sending a clear message that we take safety and security in the aviation sector very seriously and we have decided to draw a line after these clemencies.”
The decisions mark a conciliatory end to disputes that had divided public opinion, with the minister signalling both a fresh start for those involved and a renewed emphasis on professionalism in Nigeria’s aviation industry.
