Obinna Joseph Ezeobi, one of the pioneer staff member of the Nigerian Content Development and Monitoring Board (NCDMB), earned a Doctorate Degree in Communication Studies at the University of Port Harcourt, Rivers State, on Friday, July 12, 2024.
Ezeobi, who holds the position of Deputy Manager at NCDMB, successfully defended his dissertation titled “Nigerian Oil and Gas Content Communication Campaigns and Selected Oil Companies’ Awareness and Compliance” during an external examination conducted by esteemed academics.
His research delved into the introduction and communication of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act as a transformational policy by the Federal Government, addressing its challenges and limitations as a developmental strategy.
The study investigated the persistence of non-compliant practices among international and indigenous oil and gas companies in Nigeria, despite extensive communication campaigns promoting the Nigerian Content Act.
Ezeobi anticipates that the findings from his PhD research will enhance policy formulation across the Nigerian economy. He expects that government agencies will develop more effective communication campaigns, fostering compliance and improving engagement with key stakeholders in various sectors.
He is confident that the outcomes of his study will not only improve the NCDMB’s communication programs and the implementation of the NOGICD Act but also contribute to the broader understanding of how media and communications influence the behavior of individuals and companies, especially regarding compliance with regulations when business interests are involved.

A great surgeon in Nigeria once asked me the same question, “how do you people write this? pointing at a copy of our news magazine. Is this not the great surgeon? I asked myself, looking at him across our dinner table. Later I discovered he had things to say about his profession but was terrified how to put it down in writing. “Write simply” I told him. Then i added, “write as you would have said it or talked about it, after that you edit, putting in all the conjunctions, and punctuation …” It didn’t appear easy as i said it; i could see that from his expression, so i added, “just be dogged about it, practice, practice, don’t give up; and before you know it your book would be out: written!
