NCDMB MARKS CLOSE-OUT OF ANOH HUMAN CAPACITY PROGRAMME IN PORT HARCOURT

The Nigerian Content Development and Monitoring Board has recorded another milestone in its human capital development drive with the close-out ceremony of the Nigerian Content Human Capacity Development (NC-HCD) Programme for the ANOH Gas Processing Company Limited (AGPL) and Pressure Control System Nigeria Limited (PCSNL) project.

The ceremony, held in Port Harcourt, was attended by the General Manager, Capacity Building Division of the Board, Esueme Dan Kikile, alongside industry stakeholders and graduating trainees.

The event marks the completion of a structured training initiative executed under the NC-HCD framework, a regulatory requirement tied to major oil and gas projects aimed at developing indigenous technical capacity.

A stakeholder noted that the programme forms part of a broader strategy by the NCDMB to ensure that large-scale energy projects such as the ANOH gas development translate into tangible skills transfer and employment opportunities for Nigerians.

Under the NC-HCD model, operators and contractors are mandated to embed training components into project execution, with programmes typically combining classroom instruction, hands-on technical exposure, and on-the-job training to produce industry-ready professionals.

The ANOH project training initiative follows a series of similar interventions by the Board across the sector, including collaborations with companies such as Nigeria LNG, where hundreds of trainees have undergone advanced technical programmes in plant operations, maintenance, and engineering disciplines.

At the ceremony, Kikile commended the trainees for their commitment and highlighted the importance of the programme in building a pool of competent Nigerian professionals capable of supporting the country’s expanding gas infrastructure.

He noted that such initiatives are critical to achieving the objectives of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, which mandates the prioritisation of Nigerian personnel in training and employment within the sector.

The close-out ceremony also provided an opportunity for stakeholders to assess the outcomes of the training, with emphasis on the acquisition of practical competencies relevant to gas processing operations, pressure control systems, and facility management.

It  the ANOH Gas Processing Project—one of Nigeria’s key gas development projects—is expected to play a vital role in boosting domestic gas supply, supporting power generation, and enhancing industrial growth.

By integrating human capital development into project execution, the NCDMB and its partners aim to ensure that the benefits of such investments extend beyond infrastructure to include sustainable skills development and long-term workforce empowerment.

The Board reiterated its commitment to expanding similar programmes across the oil and gas value chain, positioning human capital development as a cornerstone of Nigeria’s quest for energy security and economic diversification.
